Nevada County Plumbers…Holiday Weekend Experience in Grass Valley California.
This weekend I had a client from Morgan Ranch of Grass Valley call me in desperation as they had no water on Christmas Day! I started calling plumbers trying to find someone that would help them. I left messages at about 5 different places. I started feeling hopeless which I can imagine is just how my clients were feeling too. Lucky for me Rich Hooper of Gold Standard Plumbing called back in less than 10 minutes from when I left him a message! He could not offer any help with servicing the problem, but was happy to offer three references to call.
I called the first reference but never heard back; I understood as it was a holiday. I called the second referral for a Nevada County plumber and left a message. And to my very thankful surprise I received a call back in about 3 minutes! It was Craig, owner of Craig Johnson Plumbing in Grass Valley!
Craig quickly assured me that he could help my clients right away. And he did just that! Within about 3 minutes one of his plumbers, Casey called us and we got the ball rolling. Casey was out to the house within less than 2 hours from the first phone call! I need a what??? Backflow prevention devices are now a requirement for any building permit pulled in Nevada City, Ca. – See below for the new ordinance now in effect. Don’t worry – we can help!!

The backflow prevention device or BPD is a device that allows water and materials that back up to escape from the cleanout rather than flowing into the home. Your backup prevention device can be installed by Craig Johnson Plumbing.
A sewer BPD is often a mushroom shaped device in the yard near the house or a spring-loaded or weighted cover on a sewer line cleanout near the house and installed on your lateral connection to the sewer main.
THE BOARD OF DIRECTORS OF NEVADA COUNTY SANITATION DISTRICT NO. 1, STATE OF CALIFORNIA, ORDAINS AS FOLLOWS:
SECTION I: The Board of Directors hereby finds and determines as follows:
A. This Ordinance is consistent with and furthers the goals, objectives, policies, programs and implementation measures of the Nevada County Sanitation District Code by requiring sewers to be designed to preclude the backflow of sewage into laterals and/or buildings;
B. Sewer overflows into sewer laterals and private residences can be detrimental to the health, safety, convenience and welfare of our citizens and the community, and can be costly to correct. Sewer backflow can be caused by the introduction of foreign objects into the system; the buildup of grease in the sewer crown at locations where hydraulic jumps occur; high flow rates due to ground or surface water entering the sewer; blockages and undersized sewers. The use of low cost pop-off relief devices is a simple and cost effective mechanism for reducing the potential for sewer overflows into laterals and buildings. Similarly, the use of backflow prevention valves is a cost effective mechanism for reducing or eliminating the potential for sewer overflows into laterals and buildings. The most appropriate and cost effective time to install such devices is at the time of construction or significant remodeling.
SECTION II: Section 7.3 of Chapter 7 of Title 4 of the Sanitation District Code is amended to add the following:
“Sec. 7.3 Plates
The following plates are included as part of this Chapter:

A copy of Plate 11 is attached to this Ordinance as Exhibit A and incorporated herein by this reference.
SECTION III: Subsection C. 6 of Section 7.8 of Chapter 7 of Title 4 of the Sanitation District Code is amended to read as follows:
“Sec. 7.8 Design Criteria: Structures
…
C. Service Laterals
…
6. Backflow. Sewers shall be designed to preclude the backflow of sewage into laterals.
To prevent sanitary sewer overflows for municipal sewer customers, sewer laterals for new connections, significant remodels of 50% or more, and for replacements or repairs made to an existing sanitary lateral shall include:
A.) Installation of pop-off relief devices (pop-off caps) in the caps of all sewer cleanouts on the property.
B.) Installation of a backflow prevention device (backwater valve), to prevent sewage from the main sewer backing up into the private sewer lines due to cleaning or blockages in the main.
Backflow prevention and pop-off relief devices shall be installed as shown in Plate 11 of Section 7.3 of the Sanitation District Code.”
SECTION IV: The Board of Directors hereby finds and determines this Ordinance is exempt from environmental review under California Environmental Quality Act (CEQA) pursuant to the following categorical exemptions: Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment), 15061(b)(3) (there is no possibility the activity in question may have a significant effect on the environment), and Section 15268 (exempting ministerial actions such as approval of individual utility service connections).
This Ordinance shall take effect and be in force at the expiration of thirty (30) days from and after its passage and it shall become operative on the 10th day of September, 2015, and before the expiration of fifteen (15) days after its passage it shall be published once, with the names of the Directors voting for and against same in The Union, a newspaper of general circulation printed and published in the County of Nevada. Passed and adopted by a majority vote of the Board of Directors of Nevada County Sanitation District No. 1 at a regular meeting of said Board, held on the 11th day of August, 2015, by the following vote of said Board: Ayes: Directors Nathan H. Beason, Edward Scofield, Dan Miller, Hank Weston and Richard Anderson. Noes: None. Absent: None. Abstain: None.
